Abstract

Humans are the final goal of the development of a country. In a broader context, development is not only improving economic conditions. However, more emphasis on humans as objects of development. Thus, the World Bank in 1991 stressed that the main challenge of development was to improve the quality of life (World Development Report).
The basic idea of human development is to place people as the true wealth of the nation and to create growth in the economic, social, political, cultural and environmental fields that can encourage the improvement of people's welfare. The United Nations Development Program (UNDP) states that the main goal of human development is to be able to create an environment that allows people to have a long, healthy life and live a productive life (Human Development Report, 1990).
